RMS பகுதியிலிருந்தும் பல தோழர்கள் கலந்து கொண்டனர்.  கலங்கரை விளக்கு ஆசிரியர் திரு. M. மாலிக் அவர்கள் கலந்து கொண்டார். நமது சம்மேளனப் பொதுச் செயலர் திரு. D. தியாகராஜன் அவர்கள் உண்ணா விரதப் போராட்டத்தை முடித்து வைத்துப் பேசுகையில் கோரிக்கைகள் ஏற்கப் படாவிட்டால் போராட்டங்கள் தொடர்ந்து நடைபெறும் என்றார். P3 மாநிலச் செயலர் திரு. Seventh Pay Commission Likely To Allow Work From Home For Disabled, Women Employees
 
New Delhi: Seventh pay commission is likely to ask the government to consider allowing disabled and women central government employees to work from home.

The commission may recommend government to ask Information and Technology department, whether it is possible to have systems in place for monitoring and supervising work being done remotely by disabled and women central government employees .

“Allowing disabled and women central government employees a choice in where and how they work can increase employee loyalty and job satisfaction, and the government needs to apply it for a big win to boost their confidence, which will also give the productivity,” said a pay panel official.

The studies revealed those disabled and women employees who have the option of working outside of the office also reported somewhat lower levels of stress and exhaustion. And studies have suggested that employees tend to get higher performance evaluations.

Allowing employees to work away from a government office means increased opportunities for those women and those persons with disabilities. It can also help the environment, as the employees are able to eliminate lengthy commutes.

The work from home filtered into jobs that have little to no stress and minimal travel.

At present, the strength of disabled employees in the total workforce of the central government is 9,339, which constitutes 0.3 per cent of the total staff strength of 29.59 lakh, according to an RTI reply to The Indian Express from the Department of Personnel and Training (DoPT).

Women employment under central government has been estimated to the tune of 3.37 lakh, which is 10.93 percent of the total regular central government employment, according to census of central government employees as on March 31, 2011.

“We are looking at whether it is technologically possible to allow disabled and women employees for working from home,” said the official.

“A need was felt to provide work from home facility to persons with disabilities and women to enable them to effectively discharge their duties.,” he added.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often states also implement the panel’s recommendations after some modifications.

Headed by Justice Ashok Kumar Mathur, the four-member Commission was appointed in February 2014 and the commission will hand over its recommendations to government within December 31, 2015.

As part of the exercise, the current Pay Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as defence services.

The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986. The Seventh Pay Commission will be implemented with effect from January 1, 2016.

2)Festival Advance for Government Employees Hiked to Rs 10,000 

MUMBAI: Keeping in view guidelines of the Centre, the Maharashtra government has decided to increase the festival advance of non-gazetted employees to Rs 10,000.
The advance, which was earlier Rs 5,000, will cover nine major festivals - Diwali, Ramzan Id, Christmas, Parsi New Year, Rosh Hoshnaa (Jewish new year), Buddha Jayanti, Independence Day, Republic Day and Sanvatsari (last day of Jain's 'Paryushan).
"Non-gazetted state government employees will now get festival advance of Rs 10,000 for nine major festivals. The limit earlier was Rs 5,000. Finance Minister Sudhir Mungantiwar has taken this decision keeping the guidelines of the Central government in mind," an official from the state finance department said.
A Government Resolution (GR) in this regard has also been issued by the finance department on October 18.
"As per the GR, non-gazetted state government employees having pay band of Rs 4,800 or less will get this benefit," the official said.

Making the announcement Modi in his monthly radio programme "Mann Ki Baat" sought to remind listeners about his Independence Day address, when he had said that interviews should be done away with for lower posts.
"The process is almost complete... There will be no interviews for non-gazetted government jobs for group D, C, and B," Modi said.
"It will be implemented from January 1, 2016. We did not want to stop the ongoing process," he said

Govt to bring more workers under bonus ambit

Workforce of the country has another reason to cheer in this festive season as the Narendra Modi-led government is set to promulgate an ordinance to amend Payments of Bonus Act 1965 to make more employees eligible for annual bonus.

According to the proposal, those earning up to Rs 21,000 (basic + DA) a month will now be eligible bonus. This would be a steep jump from the current ceiling of Rs 10,000 (basic + DA) per month.

The Election Commission has approved the Labour Ministry’s proposal and the Union Cabinet is likely to take up the issue on promulgating ordinance next week. From this year onwards, bonus will be linked to minimum wages. The government is in the process of revising the minimum wages, a senior official in the Ministry of Labour told Deccan Herald.

In a recent meeting with trade unions and the ministry, the government agreed to amend the Bonus Act by enhancing the eligibility ceiling under section 2(13) of the Act from Rs 10,000 per month to Rs 21,000 month.

It also agreed to calculate ceiling under section 12 from Rs 3,500 per month to Rs 7,000 per month, or the minimum wage notified by the government for the category of employment, whichever is higher, an official in the Ministry told Deccan Herald.

Sources said despite reservations by the industry representatives on the revised ceilings, the government has decided to go ahead with the proposal.

Trade unions

Though the trade unions demanded the abolition on ceiling on payment of bonus due to rising inflation, the government rejected it.
