Subject: Discontinuance of Family Planning Allowance for adoption of small family norms- recommendation of the 7th Central Pay Commission.

The undersigned is directed to refer to this Ministry's OM No. 7(20)/2008-E-IIIA dated 24.9.2008 regarding the existing rates of Family Planning Allowance (FPA) admissible to Central Government employees and to say that as provided for in para 7 of this Ministry's Resolution No. 1-2/2016-IC dated 25th July, 2016, the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission was referred to a Committee under the Chairmanship of Finance Secretary and until a final decision thereon. all allowances were required to be paid at the existing rates in the existing pay structure (the pay structure based on 6th Pay Commission) as if the pay has not been revised w.e.f. 1st January, 2016. Accordingly, FPA was also required to be paid at the existing rates specified in the aforesaid OM dated 24.9.2008.
2. The decisions of the Government on various allowances based on the recommendations of the 7th Central Pay Commission and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary, have since been notified as per the Resolution No. 11-1/2016-IC dated 6th July, 2017
3. As mentioned at Sl. No. 60 of the Appendix -ll of the said Resolution dated 6th July, 2017, the recommendation of the 7th Central Pay Commission to abolish Family Planning Allowance has been accepted and this decision is effective from lsl July, 2017. Accordingly, FPA Family Planning Allowance, as admissible hitherto, shall cease to exist in all cases
4. These orders shall take effect from 1st July, 2017 and hence Family Planning Allowance shall stand discontinued w.e.f. 1st July, 2017. 
5. In their application to the employees serving in the Indian Audit & Accounts Department, these orders are issued in consultation with the Office of C&AG.

Comrade D. Gnaniah legendary leader passes away!

The senior most leader of P&T Employees movement as on date, Comrade D.Gnaniah has passed away this day morning at about 4.30 A.M. He was one of the legendary leaders of P&T Movement and CG Employees movement. He was 96 years old and 97 running as on date. He was the only surviving leaders of NFPTE formation time of 1954 and with breathing his last, the void is complete. He was the Secretary General of NFPTE during the historic time of 1968 CG Employees Strike; He was the leader who signed as the Staff Side Secretary of P&T 

FNPO conveys sincere condolences to his family.

FNPO stand on 7th cpc issues

Our federation is receiving phone calls, emails & SMS from our members questioning the further steps on7th CPC issues.

On seeing the Government's decision on allowances FNPO called its cadres to hold a demonstration on 10/07/2017 in front of all Divisional offices to register our protest.
We are only minor partners in the NJCA. We cannot do major role independently. We have done our duty in the past, such as Protest week 12 to 19/12/2016, Memorandum to the Governor, the Prime minister&One day strike on March 16th 2017. We have done our duty. We cannot do more at this stage except 
  a protest demonstration in front of  all Divisional offices on 10/07/2017 against the Government's decision on allowances.

Let us hope that NJCA leaders will convene a meeting shortly to decide the further course of action.

RBI to introduce three new currency notes – Rs 200, Rs 50, and Rs 20 - 


RBI to introduce three new currency notes – Rs 200, Rs 50, and Rs 20 are expected to be introduced soon by Reserve Bank of India (RBI). The new notes come months after the government had scrapped Rs 500 an Rs 1000 currency notes to crack down on black money. While the introduction of Rs 20 and Rs 50 denominations have been confirmed by the RBI, there is no official word on the introduction Rs 200 note as yet. A number of pictures are making rounds on social media, which are purportedly the image of these new currencies. An ANI report on Tuesday claimed that a new Rs 200 note will be introduced soon and the printing order for the same has been placed.
Earlier, a number of news organisations had reported that that Reserve Bank of India (RBI) has cleared a proposal to introduce new lower denomination currency notes of Rs 200 in the economy. Also, an image of new Rs 200 denomination had gone viral on social media a few days ago. The image, purported to be an actual one, was circulated widely. However, chances are high that this is a fake image created by someone.
Earlier in December last year, Reserve Bank of India had said that it will shortly issue Rs 20 bank notes. “The Reserve Bank of India will shortly issue Rs 20 denomination banknotes in the Mahatma Gandhi Series-2005, with inset letter ‘L’ in both the number panels, bearing signature of Dr Urjit R Patel, Governor, Reserve Bank of India, and the year of printing ‘2016’ printed on the reverse of the banknote,” RBI said in a statement. The RBI statement had said that design and security features of these banknotes will be similar to the banknotes of Rs 20 denomination with the ascending font of numerals in both the number panels.
The central bank has also made the announcement about Rs 50 banknotes. About Rs 50 notes RBI said, “The Reserve Bank will shortly issue Rs 50 denomination banknotes in the Mahatma Gandhi Series-2005, without inset letter in both the number panels, bearing signature of Dr Urjit R Patel, Governor, Reserve Bank of India, and the year of printing ‘2016’ printed on the reverse of the banknote.” The central bank added that the design and security features of these banknotes will be similar to the banknotes of Rs 50 denomination with the ascending font of numerals in both the number panels.
