FNPO Secretary General's Appeal


FNPO salutes all Divisional secretaries of our federation affiliated unions for their tireless work in the last 3 months for securing membership forms from our members defeating sister unions propaganda, Federation receiving membership position from the circle cadre wise from our Circlesecretaries.

My appeal to Circle secretaries is now Division secretaries roll is over it is turn of Circle secretaries to play their due active roll on verification of membership by doing following.

1) Collect the following information Division wise.
a) Sanctioned strength,
b) Working strength, (This is most important for our unions.) c) Our membership 
d) sister union membership. 
2) Match the Circle office statement with your information, any discrepancy Please point out to the DPS HQ in writing and send the letter to respective CHQ copy to Federation.
3)  Please help all FNPO affiliated unions in your Circle don’t show any differences, this is the time to help our affiliated unions in the circle.

Our federation hopes and trusts our circle secretaries will help by doing the above sincerely.

Subject: Linkage of Aadhaar with various employees’ system.
The undersigned is directed to refer to this Department’s Office Memorandum of even number dated May 20, 2015 on the subject mentioned above wherein all Ministries/Departments were requested to ensure that the service books of all employees have an entry of the employees’ Aadhaar number and sought compliance report. The information from most of the Ministries/Departments has not yet been received by this Department so far.
2. All Ministries/Departments of the Government of India are once again requested to intimate the action taken in this regard and also furnish consolidated information in respect of the Ministry/Department as a whole, including attached and subordinate offices, to this Department latest by 14th August, 2015.

Concessions and Facilities to Differently Abled Employees

Facilities to Differently Abled at Government Offices
 
The Department of Personnel and Training has informed that as per information submitted on-line by 71 Departments/Ministries, as on 01.01.2013, there were 9341 number of persons with disabilities who were employed in the Departments/Ministries of the Central Government. State/UT-wise information is not compiled.
 
As per section 46 of the Persons with Disabilities (Equal Opportunities, Protection of justifys and Full Participation) Act, 1995, the appropriate Governments and the local authorities are required to provide for-
 
(a) ramps in public buildings;
(b) adaptation of toilets for wheel chair users;
(c) braille symbols and auditory signals in elevators or lifts;
(d) ramps in hospitals, primary health centers and other medical care and rehabilitation institutions.
 
All the Ministries/Departments have been requested to comply with this provision. The Ministry of Railways provides concessional fare for various classes of persons with disabilities as under:

Similarly, State Governments have their own schemes for providing concessional fare for persons with disabilities while travelling by the buses owned by State transport undertakings.
 
As per Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of justifys and Full Participation) Act, 1995, every appropriate Government are required to appoint in every establishment such percentage of vacancies not less than three per cent for persons or class of persons with disability of which one per cent each is reserved for persons suffering from blindness or low vision; (ii) hearing impairment; (iii) locomotor disability or cerebral palsy, in the posts identified for each disability.
 
This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Lok Sabha here today.
