A concise introduction of pay commissions for CG Employees

Central Pay Commissions and Central Government Employees…

Generally, Central Government Employees who works in different ministries and departments under the Central Government, play major roles in the smooth functioning of the country. Employees under different departments work so hard to maintain law and order, stabilizing the economy, security to the people and defending our nation from enemies. Even though they are not large in numbers, their work during major crisis like natural calamities, earthquake and floods, stands apart. They are even asked to work 24 hours a day on all working days during emergencies. Our Defence Forces have done breathtaking efforts and marvellous work to evacuate Indian citizens from foreign countries which are under civil wars. They are bold enough to cross the border of our neighbouring country to fight against terrorists who had earlier ambushed and killed our security forces. Everyone must be proud of our defence forces for their bravery and skills.

Students after completing their tough academic career in different streams, keeps their first preference to get a government job. Though the pay packages are lower than multinational companies, they think that government jobs give more security to them.

As everyone knows that the pay and allowances for the central government employees are fixed by the central government as per the recommendations of Central Pay Commissions (CPCs). The central government constitutes Pay Commissions by appointing highly placed personalities as Chairman and Members. The commission then studies the economic conditions, day today difficulties of employees, their ideas etc., and give its recommendations to revise pay packages for the employees in every ten years. The commission submits its recommendations to the central government and the government in turn, takes final decision to implement the Pay Commission. Usually, the commission is given 18 months time to submit its report on the recommendations on pay revision:

PAY COMMISSIONS:

1) The First Pay Commission was appointed on May 1946, and it submitted its report in May 1947.

2) The Second CPC was appointed on August 1957, and it submitted its report in August 1959.

3) The Third CPC was appointed on April 1970, and it submitted its report in March 1973.

4) The Fourth CPC was appointed on June 1983, and three reports were submitted in June 1986, December 1986 and May 1987 respectively.

5) The Fifth CPC was appointed on April 1994, and submitted its report in January 1997.

6) The Sixth CPC was appointed on October 2004, and submitted its report in March 2008.

SEVENTH PAY COMMISSION:

The Seventh Central Pay Commission was constituted on the 28th of February 2014 under the Chairmanship of Justice Shri Ashok Kumar Mathur, Shri Vivek Rae as full time member and Smt. Meena Aggarwal as Secretary. The Commission has been given 18 months from the date of its constitution to make its recommendations.

From the date of its constitution, the commission travelled all over the country meeting different delegates, officers, trade union leaders, associations, employees etc., under different departments to take stock of the economic conditions faced by the employees and the impact of rising prices of essential commodities on them.

Finally, the Chairman of the 7th CPC in their final meeting with the National Council JCM, has said that Commission will submit its report to the Central Government in September 2015. Points regarding the implementation of the 7th CPC were discussed. The Chairman denied any proposal to implement the recommendations from 01.01.2014 and said that the revised pay structures and recommendations will be implemented from 01.01.2016.

COMPASSIONATE APPOINTMENT – INSTRUCTIONS…
Consolidated Instructions on compassionate appointment — regarding.
A new order on COMPASSIONATE APPOINTMENT has been issued by the Department of Personnel & Training which says that whenever a candidate applying for compassionate appointment has to furnish a declaration/undertaking to the effect that the facts given by him/her are, to the best of his/her knowledge, correct and if any of the facts herein mentioned are found to be incorrect or false at a future date, his/her services may be terminated. The candidate has to also furnish a declaration that he shall maintain properly the other family members who were dependent on the deceased government servant /member of the Armed Forces and in case it is proved at any time that the said family members are being neglected or not being properly maintained by him/her, his/her appointment may be terminated. This declaration/undertaking which has to be countersigned by two permanent government employees before are examined by the Department and it has been decided to delete this provision of getting the declaration/undertaking furnished by the applicant countersigned by two permanent government employees.

OFFICE MEMORANDUM
Sub: Inter-pool exchange between General Pool Residential Accommodation and Departmental Pool and inter-pool transfer of accommodation within General Pool in Delhi.
The undersigned is directed to refer to this Directorate’s O.M. No.12035/9/89-Pol.II dated 3.11.1993 and O.M.No.12035/22/96-Pol.II dated 1.5.1997 on the subject mentioned above and to say that the matter has been reviewed and it has been decided to discourage inter-pool exchanges of General Pool Residential Accommodation (GPRA) and Departmental Pool (DP) residential accommodation due to an acute shortage of residential accommodation and long pending waiting lists of Central Government employees in Delhi.
2. The Officers of All India Services and Central Government officers and employees who are on deputation/mandatory posting/transfer to other Departments of the Government of India, which have Departmental Pools, Lok Sabha and Rajya Sabha Secretariats, Government of NCT of Delhi, DDA, various Municipal Corporations of Delhi and NDMC shall be eligible to apply for inter-pool exchange of accommodation.
3. Regularisation of general pool residential accommodation in lieu of Departmental Pool accommodation and vice versa shall be made to the officers mentioned in para 3 above.
4. Where an officer in occupation of General Pool residential accommodation has gone to offices mentioned above and in return another officer has come to serve the Government of India along with an accommodation, inter-pool exchange with Departmental Pool may be allowed on one to one basis subject to provision of accommodations are of the same type.
5. Retention of General Pool Residential Accommodation may be allowed on normal licence fee in case an officer having General Pool accommodation posted on deputation to Rajya Sabha/Lok Sabha Secretariats under the Central Staffing Scheme provided the establishment officer certifies that the said posting is mandatory and in exigency of public service.
6. Inter-pool exchange may be allowed in cases where a Department is offering a higher type of accommodation from its pool in lieu of a lower type of accommodation of General Pool.
7. Inter-pool transfer between various pools controlled by the Directorate of Estates such as TP, TN, GP, LS, LM etc. on functional, security and medical grounds in respect of Type i to Type VI shall be approved by Director of Estates.
8. All proposals for inter-pool exchanges in respect of Type I to VI general pool residential accommodation shall be approved by Secretary, Ministry of Urban Development.
9. Inter-pool exchange between General Pool and other Departmental Pools such as Judges Pool, (JH&JS), Parliament Pool (Lok Sabha Secretariat and Rajya Sabha Secretariat) shall be approved by Hon’ble Minister of Urban Development in respect of Type of VII and VIII accommodation.
10. The requests for inter-pool exchange shall be processed by the concerned Allotment Sections. CDN-I Section shall continue to be the nodal section for inter-pool exchange and all Allotment Sections shall intimate CDN-I Section on such exchanges. All such inter-pool exchanges and retention are subject to conditions laid down in Annexure to this OM.
11. In order to monitor and to have a record of inter-pool exchanges in the Directorate, such exchanges will be sanctioned through Automated System of Allotment (ASA). In this regard NIC, Directorate of Estates is requested to create necessary programme in the ASA to issue sanctions and to have a record.
12. This issues in supersession of O.M.No.12035/9/89-Pol.II dated 3.11.1993 and O.M.No.12035/22/96-Pol.II dated 1.5.1997 with the approval of the competent authority.

1) Rural Post Offices to Provide E-Services: Ravi Shankar Prasad
Union Minister for Information and Technology and Communications Ravi Shankar Prasad on Sunday said rural post offices across the country will also function as common service centres (CSCs) providing e-services.
He said this while asserting that the postal department had a crucial role to play in bringing in digital revolution in the country.
"Our vision of digital India is to ensure that from a mason to barber to a tyre-puncture repairer, all can access newer avenues of growth using communications equipment like a smart phone," said Prasad while inaugurating the revamped building of Bhowanipore post office in Kolkata.
"We are also committed to developing e-commerce, e-education and e-health. This is the larger vision of digital India. And in this digital India initiative, rural post offices have a very crucial role to play.
"We have decided that all the 1.30 lakh rural post offices should also become common service centres (CSCs) to further provide services," the minister added.
Implemented under the National e-Governance Plan and formulated by the Department of Electronics and Information Technology, the CSCs are ICT-enabled front end service delivery points at the village-level for delivery of government, financial, social and private sector services in the areas of agriculture, health, education, entertainment, FMCG products, banking, insurance, pension, utility payments etc.
Prasad said he expected the Reserve Bank of India to grant payment license to the proposed Post Bank of India by July.
"We expect to get the RBI nod by July. With 1,54,000 post offices the new initiative will usher in a financial revolution across the country," he said.
Hailing the services by the postal department, Prasad said it has done a business of Rs. 500 crores in the year in e-commerce besides opening over 52 lakh accounts under the Sukanya Samriddhi Yojna receiving over Rs. 1,000 in deposits.
"Whatever, be the decline in services, people still respect the Indian Railways and the postal services. I urge you all to build upon that respect and contribute towards the growth of the country," said Prasad, urging the employees to contribute towards the government's initiative to modernise the postal department.
Prasad also said state-run BSNL was also on the road to recovery.
"Now BSNL is running into losses in excess of Rs. 8,000 crores. But in 2004, it earned a profit of Rs. 10,000 crores. So we decided to revive it... BSNL already has added 4,70,000 new customers and its revenue has risen by 2 percent," he said.
The minister also said there would be 100 crores mobile connections in the country in next few years.
"In a country with a population of 125 crores, we now nearly 101 crores phone connections of which 98 crores are mobile phones. In the coming few years, we will have over 100 crores mobile phone connectivity across the country," Prasad said.
"Studies show that a country with more broadband connections has greater impact on the GDP growth.

"So we are bringing national optical fibre network connecting over 2.5 lakh gram panchayats across the country, we are bringing in broadband revolution," he added.

Once the command prompt opens, enter the following command to get the Serial No and Product No.

Here Identifying number denotes to Serial No and name denotes toProduct No.

Now open the below URL to check the Warranty.
Step-3:
Enter Serial No > select country “INDIA” and click on submit button to get the warranty status.

Step-4:
If the warranty status is not available with above URL, check the same with below URL.
Select country “INDIA” > Enter Serial No > Enter Product No > then hit enter to get the warranty status.
