Bharat Ratna APJ Abdul Kalam Passed Away: Former Indian President Bharat Ratna APJ Abdul Kalam (Avul Pakir Jainulabdeen Abdul Kalam) Passed Away today(27.07.2015). He was reportedly collapsed on stage while giving a lecture at the Indian Institute of Management in Shillong and immediately rushed to hospital. Doctors say he suffered from a cardiac arrest.


"Dr. APJ Abdul Kalam was a great president and a very distinguished world-renowned scientist who made an immense contribution to our country. All of us Indians are very proud of the achievements for which he was responsible.

Dr Kalam had humble beginnings, but rose to become a top scientist at India's defence research organisation. He then served as the country's 11th President from 2002 to 2007, and was widely regarded as the 'People's President'.

Status of Implementation of OROP:

The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation were discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.
This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Neeraj Shekhar and others in Rajya Sabha today.

Efforts to modify labour laws via consensus: 


Seeking to pacify trade unions, which is critical to the proposed sweeping labour reforms, Prime Minister Narendra Modi on Monday said the reforms would be attempted only with the consensus among all stakeholders, reports
fe Bureau in New Delhi. But he reiterated that “obsolete and unnecessary” laws needed to be weeded out. Addressing the 46th Indian Labour Conference (ILC), he said there was a thin line that separated the interests of workers and their unions and the same should be respected. “Efforts would be made to modify labour laws through consensus,” he stressed.
 The draft labour code on industrial relations readied by the Modi government, among other othings, suggests allowing more establishments to lay off workers without prior government approval, making it tough to form trade unions and bar professional politicians from becoming union leaders. However, even BJP-affiliate Bharatiya Mazdoor Sangh (BMS) is at odds with several of the proposals in the code and said that unions won’t allow reforms “at the cost of labour”.
 Finance minister Arun Jaitley, in his address, warned of a threat to job creation if investments were blocked and appealed to the trade unions not to persist with ideas that harm the economic activity. “If we stop the fountain of investment, then employment will not increase, then economic activity will also not increase. And it becomes a threat to existing jobs,” he said.
 While labour-related Bills are slated for consideration and passage in the monsoon session of Parliament, starting Tuesday, 11 central trade unions, including the BMS, have called for a nation-wide strike on September 2 to protest against the proposed reforms.
 Modi, who met leaders of central trade unions on Sunday ahead of the ILC, said talks with the unions on labour reforms would continue as the unanimous objective of all was to ensure welfare of the workforce. Attempting to merge 44 extant labour laws into four codes, the government is trying to improve the ease of doing business in line with the stated objective of turning India into a manufacturing powerhouse. The simplification of the laws, the PM said, was meant to benefit the workers and would ensure that even the poorest are able to understand their rights and seek them.
 Modi also pitched for giving importance to innovation among the workers. He asked industrialists to encourage innovative workers to become entrepreneurs.
 The government has already set up a high-level ministerial committee, headed by Jaitley, to deliberate on the 10-point charter of demands of the labour unions. The committee had its first meeting on Sunday.
 The draft labour code proposes to amalgamate three labour laws, including The Trade Unions Act, 1926, The Industrial Employment (Standing Orders) Act, 1946, and The Industrial Disputes Act, 1947. As per the code, firms employing up to 300 workers would be allowed to lay them off without prior government approval, against the current threshold of 100 workers.

PM meets Trade Union Leaders
The Prime Minister, Shri Narendra Modi, today met leaders from various Trade Unions, over tea. The meeting followed extensive consultations that these leaders had with an inter-ministerial team headed by the Finance Minister Shri Arun Jaitley, earlier in the day.
The Prime Minister heard the views of the Trade Union leaders on various issues of interest to workers, including in areas related to economic policy, and related laws.
The Trade Unions represented at the meeting included AITUC, All India United Trade Union Centre, All India Central Council of Trade Unions, Bharatiya Mazdoor Sangh, CITU, Hind Mazdoor Sabha, Hind Mazdoor Sangh, INTUC, Labour Progressive Federation, National Front of Indian Trade Unions, Self-Employed Women’s Association, Trade Union Coordination Centre, and United Trade Union Congress.
Union Ministers Shri Arun Jaitley, Shri Bandaru Dattatreya, Shri Dharmendra Pradhan, Shri Piyush Goyal and Dr. Jitendra Singh were present at the meeting.

7th Pay Commission Recommendations has begun to emerge!

“It doesn’t come as a surprise that even bits and morsels of information about the recommendations, which is being eagerly expected by nearly 50 lakh employees and pensioners, make headlines.”
The recommendations of the 7th Pay Commission have slowly started to make their way to the media in the form of unconfirmed news. The information that was being extensively discussed by all for more than a week now has finally made it to the websites yesterday.
It has now been confirmed that the 7th Pay Commission will submit is report to the Government next month. With the report being given a final shape, certain pieces of information have already started to hit the media. Some of the workable recommendations of the commission are out.
In 2006, a number of such unconfirmed reports surfaced, when the 6th Pay Commission report was being prepared, because the report was not submitted to the government on time. Due to the delay, there was tremendous curiosity to find out what the report contained. This led to a lot of rumors. Since the internet didn’t become that popular in those days, those rumors were hard to believe. Most of them were circulated by word of mouth.
Now, despite the fact that there are plenty of news sources, since it has become possible to trace the point of origin of the information, such rumors have reduced. This time around, the information was given by the leaders of Federations. Yet, one can neither completely accept them as true, nor dismiss them as entirely false.
Since the government and the major employees federations have their own websites, it has become possible for the information to spread to the corners of the world within minutes. Also, retracts and denials too have become equally fast, thus killing the rumours immediately. With a number of other individual websites and blogs too covering the news about Central Government employees, the readers are now able to differentiate between news and rumours.
There is nothing surprising or shocking in the news reports that have now surfaced. A minimum basic pay of Rs.21,000 is an expected one. The recently released Kerala Pay Commission too has recommended the minimum wage at Rs.17,000 (from 01.01.2014 onwards). The National Council has demanded that it be Rs.26,000 per month.
It is a well known fact that the Grade Pay System had been a source of constant irritation. The dual Hierarchy System (Promotional hierarchy and Grade Pay hierarchy) will come to an end. There will not be any more confusion about the promotions that come through MACP.
The Multiplication Factor of 2.86 does sound very low. NC JCM had pressurized the Pay Commission to fix it at 3.7. The 6th Pay Commission had fixed it at 1.86, and also given Grade Pay. Since the DA now stands at 125% (including July 2015 and January 2016), this could end up being substantial.
Information about retirement is unexpected. Unconfirmed reports claim that the 7th Pay Commission is planning to recommend 33 years in service or the age of 60 (whichever comes early) as the criteria for superannuation. Since the recommendations will be implemented from 01.01.2016 onwards, many are likely to get affected.
And also some key messages revolving about the recommendations are…
There will be no running Pay band and Grade Pay System. The Pay scales will be open ended to avoid stagnation in the scales. The CCA will be separated into two components as it was in the 5th Pay Commission. CGEGIS Insurance Coverage and Monthly premium will be increased. Classification of Posts will be Modified and the 7th Pay Commission recommendation will be implemented with effects from 1.1.2016.

3. It will say it is not configured but the truth is under the ‘Explain’ tab. Select ‘Enable’ and set reservable bandwidth to zero.

2,590 Post Offices Have Core Banking

Even as the Reserve Bank of India is expected to give Department of Posts (DoP) payment bank licence by September, there are 2,590 post offices in the country with core banking facilities, Communication and IT Minister Ravi Shankar Prasad said on Sunday.
“I want to change the profile of the post office by extending its service to the poorer section of the people. We have applied for a payment bank licence with the RBI to bring a large section of unbanked populace of the country into the banking space,” the Union Minister said.There were only 236 post offices under core banking facilities, but after the current NDA government came to power last year, 2,590 post offices have now core banking facilities, he said.
The minister dedicated the core banking service of Agartala Post Office and laid the foundation stone for Dimapur Mukhya Dak Ghar in Nagaland.At present, post offices offer savings bank accounts, but cannot have credit or overdraft facilities.
Under payment banking licence an entity would be allowed to accept deposits, facilitate remittances and payments, but cannot lend.
“I want Indian post offices to have all modern and digital facilities. I want a person working at a metropolitan city get the facility to remit money to his mother through the post office. I want women working in village community centres get medical facilities by digitally linking them with good doctors,” he said.
The minister said the Centre wants to convert the country into a Digital India where a poor person can use smartphones and avail all modern facilities.
“At present there are 98 crore mobile phones, which will cross 100 crore soon and there are 30 crore internet connections in the country, which will also increase with the growing demand,” Prasad said adding, all gram panchayats in the country would be connected with optical fibre connections.-PTI
