OFFICE MEMORANDUM

Subject : Grant   of   Dearness   Relief   to   Central   Government    pensioners / family pensioners –  Revised rate effective  from  1.1.2015.

The  undersigned is  directed   to  refer  to  this  Department’s  OM No.  42/10/2014- P&PW(G) dated 29th   September, 2014  on the subject  mentioned  above and  to state  that the President  is pleased to decide  that  the  Dearness Relief (DR)  payable to  Central  Government pensioners / family  pensioners shall  be enhanced  from  the  existing   rate  of  107%  to  113% w.e.f.  1st January,  2015.

2.            These orders apply to (i) All Civilian Central Government Pensioners / Family Pensioners (ii)  The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii)   All   India   Service   Pensioners (iv)   Railway   Pensioners and   (v)   The   Burma   Civilian pensioners/family pensioners and pensioners / families of displaced Government pensioners from Pakistan, who are Indian  Nationals but  receiving  pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia  allowance of Rs. 3500/-  p.m. in terms of this Department’s OM No. 23/1/97-P&PW(B) dated  23.2.1998   read with  this  Department’s OM No.  23/3/2008- P&PW(B)dated 15.9.2008.

3.            Central Government Employees who had drawn lump sum amount  on absorption  in a PSU / Autonomous body and have become eligible to  restoration  of 1/3rd   commuted  portion  of pension as well  as  revision  of  the  restored  amount  in  terms  of  this  Department’s OM No.

4/59/97-P&PW(D) dated  14.07.1998 will also be entitled  to the payment of DR @  113% w.e.f. 1.1.2015  on  full  pension i.e.  the  revised  pension which  the  absorbed  employee  would  have received on the  date of  restoration  had he not  drawn  lump sum  payment  on absorption  and Dearness Pension subject to fulfillment  of the conditions laid down in para 5 of the O.M. dated 14.07.98.    In this connection, instructions contained in this Department’s OM No. 4/29/99-P&PW (D) dated. 12.7.2000  refer.

4.           Payment of DR involving  a fraction  of a rupee shall be rounded off to the  next higher rupee.

5.           Other provisions governing grant  of DR in respect of employed family  pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW(G) dated  2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July,  2009.   The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6.           In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7.           It   will   be  the   responsibility of  the   pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each Individual case.

8.           The  offices  of  Accountant General and  authorised Pension Disbursing Banks  are requested to arrange payment of relief  to  pensioners etc. on the  basis of these  instructions without  waiting  for any further  instructions from  the Comptroller and Auditor  General of India and the Reserve Bank of India in view of letter  No. 528-TA,II/34-80-II  dated 23/04/1981 of the Comptroller and Auditor  General of  India  addressed to all  Accountant Generals and  Reserve Bank of  India  Circular No.  GANB No.  2958/GA-64 (ii)   (CGL)/81 dated  the  21st   May,  1981 addressed to State Bank of  India and its subsidiaries and all Nationalised Banks.

9.           In their  application to the  pensioners / family pensioners belonging to Indian  Audit and Accounts Department, these orders issue after consultation with the C&AG.

10.         This Issues with  the  concurrence of Ministry of  Finance, Department of  Expenditure conveyed vide their ID No. 1(4)/E.V/2004 dated  24th April, 2015.

3)Central govt employees plan indefinite strike from November 23

  

Central Government employees, who are planning a demonstration near Parliament on Tuesday demanding scrapping the New Pension Scheme and raising the bonus limit, have decided to go on an indefinite strike from November 23 if their demands are not met.

“If the demands are not met, then the joint action committee has decided to go for an indefinite strike from November 23. The strike will include the railways, postal and other departments as well,” Shivagopal Mishra, convener of the joint action committee, told BusinessLine.

They also demand redressal of pending anomalies in the Sixth Central Pay Commission, interim relief, scrapping foreign direct investment and public private partnership schemes, filling of vacancies, and amendments in labour laws, among others, according to a release.

The India Railway Men’s Federation, National Federation of Indian Railwaymen, All India Defence Employees Federation, National Federation of Postal Employees Federation, and Confederation of Central Government Employees will take part in the demonstration, said Mishra said.

2)7th pay commission pay revision expected to be made this year : Finance Minister

The recommendations of the 7th Pay Commission on pay revision of the central government employees is expected to be submitted to the government this year, the Lok Sabha was today informed.

Responding to a supplementary, Finance Minister Arun Jaitley said, ”Additional Ten cent revenue share for the state being provided by the Centre from this year and the recommendations of the pay commission– that are expected to be made this year– are bound to put additional burden on the fiscal situation.”

“Keeping this in mind, we have opted to extend the deadline from two to three years for attaining the targeted mark of fiscal budgetary deficit,” he said.

Presently, the government’s annual income is around Rs 11.5 lakh crore against the expenditure of around Rs 17.5 lakh crore leaving a budgetary deficit of about Rs 5 lakh crore. – UNI.

Subject: Declaration of Assets and Liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013 —extension of last date for filing of revised returns by public servants who have filed property returns under the existing service rules – regarding

The undersigned is directed to refer to this Department’s D.O. letter of even number dated 29th December, 2014 regarding the furnishing of information relating to assets and liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013 and forwarding therewith copies of the Central Government’s notifications dated 26th December, 2014 containing —

(a) amendment to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014, for the purpose of extending the time limit for carrying out necessary changes in the relevant rules relating to different services from “three hundred and sixty days” to “eighteen months”, from the date on which the Act came into force, i.e., 16th January, 2014; and

(b)the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014, extending the time limit for filing of revised returns by all public servants from 31st December, 2014 to 30th April, 2015.

2. In this regard, the undersigned is directed to convey that the last date for filing of revised returns by public servants under the rules indicated in para 1 (b) above has now been further extended from 30th April, 2015 to 15th October, 2015. Formal amendments to the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 and to the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014 are being notified separately. They will also be uploaded on the website of this Department, i.e., http://persmin.nic.in/DOPT.asp.

3. All Ministries/Departments and cadre authorities are requested to kindly issue orders towards ensuring compliance with the revised Rules by all officers and staff in the respective Ministry/Department/ Organisations/PSUs under their control, within the revised time-limit mentioned therein.

Tax Relief To Family Members of Differently Abled

Section 80DD of the Income Tax Act, 1961, inter alia, provides for a deduction to an individual or HUF, who is a resident in India, and

• Incurs expenditure for the medical treatment (including nursing), training and rehabilitation of a dependant, being a person with disability; or

• Pays any amount to LIC or any other insurer in respect of a scheme for the maintenance of a disabled dependant.

The section provides for a deduction of fifty thousand rupees if the dependant is suffering from disability and one hundred thousand rupees if the dependant is suffering from severe disability.

“Dependant” in the case of an individual, has been defined to mean the spouse, children, parents, brothers and sisters of the individual or any of them, and in the case of a Hindu undivided family, a member of the Hindu undivided family, if such person is dependant wholly or mainly on such individual or Hindu undivided family for his support and maintenance.

In view of the rising cost of medical care and special needs of a differently abled person, Finance Bill, 2015 proposes to amend section 80DD of the Income-tax Act so as to raise the limit of deduction in respect of a person with disability from fifty thousand rupees to seventy five thousand rupees and in respect of a person with severe disability, from one hundred thousand rupees to one hundred and twenty five thousand rupees.

This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance in written reply to a question in the Lok Sabha today.

Subject:- Leave Travel Concession (LTC) entitlements of  – Conversion of Home Town LTC facility into travel to different parts of the country permissible under the unmarried Government servant special dispensation scheme – Clarification — regarding.

 

In relaxation to the Central Civil Services (Leave Travel Concession) Rules, 1988, special dispensation is allowed to the Government servants from time to time. Presently, one such dispensation in operation is the relaxation to the Government servants to travel by air to visit North-East Region or to Jammu & Kashmir or to the Andaman & Nicobar Islands by converting one block of Home Town LTC available to them.

2. Vide this Department’s Office Memorandum No. 31011/17/85-Estt.(A) dated 03.04.1986, unmarried Central Government employees, who have left their wholly dependent parents/sisters/minor brothers at their home town are allowed the benefit of LTC to visit their home town every year. This concession is in lieu of all other LTC facilities admissible to the Government servant himself and to his/her parents/sisters/minor brothers.

3. This Department is in receipt of references seeking clarification on the admissibility of conversion of Home Town LTC facility into travel to different parts of the country, which is permissible under special dispensation, to such unmarried Government servants.

4. The matter has been examined in consultation with Ministry of Finance. It has been decided that the facility of conversion of Home Town LTC to allow travel to different parts of the country, under the special dispensation scheme, will also apply to an unmarried Central Government servant, who is eligible to avail the benefit of LTC to visit Home Town every year. This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.

       அன்புத் தோழர்களுக்கு  வணக்கம் !கடந்த 28.07.2014 இல் புது டெல்லியில் கூடிய POSTAL JCA ஊதியக் குழு தொடர்பான கோரிக்கைகள் மற்றும் இலாக்காவில் தேங்கிக் கிடக்கும் பகுதிவாரிக் கோரிக்கைகளை ஒன்றுபடுத்தி 39 அம்சக் கோரிக்கைகளின் மீது நாடு தழுவிய அளவில் நான்கு கட்ட போராட்டம் அறிவித்தது . அதனை நாம் சிறப்பாக நடத்தினோம். நான்காவது கட்ட போராட்டமாக கடந்த 04.12.2014 அன்று  புது டெல்லி ஜந்தர் மந்தர் பகுதியிலிருந்து பாராளுமன்றம் நோக்கிய  அஞ்சல் JCA  வின் பேரணி  மாபெரும் வெற்றியைப் பெற்றது. 

TASK FORCE இன் அறிக்கையும் CORPORATISATION முடிவும்

    ஆனாலும் கூட இலாக்காவில் இது குறித்து எந்தவித நடவடிக்கையும் எடுக்கவில்லை. மேலும் மத்திய அரசினால், ஒய்வு பெற்ற காபினெட் செயலர் திரு. T.S.R.  சுப்பிரமணியன் அவர்கள் தலைமையில் அமைக்கப்பட்ட TASK FORCE கமிட்டி தனது பரிந்துரைகளை துறை  அமைச்சகத்துக்கு கடந்த நவம்பரில் சமர்ப்பித்தது. அதன்படி அஞ்சல் இலாக்கா ஆறு கூறாகப் பிரிக்கப்பட்டு அதில் MAIL COMMUNICATION TRANSMISSION என்ற பகுதியான தபால்களைக் கையாளும் பகுதி மட்டும் அஞ்சல் துறையின் வசமும், இதர பகுதிகளான

 a) BANKING AND FINANCIAL SERVICES INCLUDING PBI

b) INSURANCE ( PLI, RPL/OTHER INSURANCE SCHEMES)

     இவை STRATEGIC BUSINESS UNITS ஆக  அறிவிக்கப்பட்டு  CORPORATE சட்டத்தின் கீழ்  HOLDING COMPANY யாக INDIA POST ( FINANCIAL AND OTHER SERVICES ) CORPORATION  என்று அமைக்கப்படும். இதன் பங்குகள் SHARE MARKET மூலம் தனியார் முதலீட்டாளர்களுக்கு விற்பனை செய்யப்படும். மேலும் இவ்வாறு CORPORATISE செய்வதற்கென்று தனியாக சட்ட முன்வடிவும் தயாரிக்கப்பட்டு நமது துறை அமைச்சகத்துக்கு சமர்ப்பிக்கப்பட்டது . இதன் பரிந்துரைகளை நமது துறை அமைச்சகம் ஏற்றுக்கொண்டு  பிரதம அமைச்சரின் ஒப்புதலுக்காக சம்பந்தப்பட்ட கோப்புகளை அனுப்பியுள்ளது.

மீண்டும் ஐந்து கட்ட போராட்டம்

     இந்த சூழலில் நமது  அஞ்சல் துறையை அரசுத் துறையாக காத்திட, போராட்ட களத்தை விரிவு படுத்த வேண்டி நமது அஞ்சல் JCA, “அஞ்சல் இலாக்கா சேவையை CORPORATION  மற்றும் தனியார் மயமாக்காதே” என்ற கோரிக்கையை முதன்மைக் கோரிக்கையாக வைத்து மீண்டும் போராட்ட அறிவிப்பினை வெளியிட்டது. இதன் மீது கடந்த 05.02.2015  அன்று  PJCA தலைவர்களுடன் இலாக்கா பேச்சு வார்த்தை நடத்தியது. அந்தப் பேச்சு வார்த்தையில் , நமது துறை ரீதியான ஒரு சில கோரிக்கைகளில் மட்டும் சிறிது முன்னேற்றம் ஏற்பட்டதே தவிர, இதர முக்கிய கோரிக்கைகளில் எந்தவித முன்னேற்றமும் ஏற்படவில்லை.

  

     மேலும் TASK FORCE இன்  CORPORATISATION பரிந்துரை மீது நம்முடைய துறையின் செயலருக்கு எந்தவித ஆளுமையும் இல்லாத காரணத்தால், இந்தப் பரிந்துரைகளை உடனே கைவிட வேண்டி மத்திய அரசுக்கு நிர்ப்பந்தம் அளித்திட, புதிதாக வடிக்கப்பட்ட 26  அம்சக் கோரிக்கைகளை முன்னிறுத்தி,  அஞ்சல் JCA மீண்டும்  ஐந்து கட்ட போராட்டங்களை அறிவித்தது. அதன்படி கோரிக்கைகளை வலியுறுத்தி  கடந்த 20.02.2015 அன்று கோட்ட மட்டங்களில் ஆர்ப்பட்டமும் 27.02.2015 அன்று மண்டல அளவிலான தார்ணா போராட்டமும்02.03.2015 அன்று மாநில அளவிலான தார்ணா போராட்டமும் நடத்தப்பட்டன. மேலும் நான்காவது கட்டமாக எதிர்வரும் 29.04.2015 அன்று  DAK BHAVAN  முன்பாக மாபெரும் தார்ணா போராட்டமும் நடத்தப்பட உள்ளது.

நாடு தழுவிய அளவில் காலவரையற்ற வேலை நிறுத்தம்

       26 அம்சக் கோரிக்கைகளை வலியுறுத்தி கடந்த  06.04.2015 அன்று NFPE மற்றும் FNPO வின் கீழுள்ள அனைத்து சங்கங்களின் பொதுச்செயலர்களும் எதிர்வரும் 06.05.2015 முதல் காலவரையற்ற வேலைநிறுத்தத்தில் செல்வதற்கான சட்டரீதியான வேலை நிறுத்த நோட்டிசை இலாக்காவுக்கு முறையாக வழங்கினர். பிரச்சார இயக்கத்தின் ஒரு பகுதியாக, PJCA வின் சுற்றுப் பயண அறிக்கையின்படி, அகில இந்திய மற்றும் சம்மேளன தலைவர்கள் கலந்துகொள்ளும் வேலை நிறுத்த ஆயத்தக்  கூட்டம் சென்னையில் நடைபெற உள்ளது .

எனவே இந்த கூட்டத்தில் பெருமளவில் கலந்துகொண்டு சிறப்பிக்குமாறு அனைத்து பகுதி நிர்வாகிகள், தோழர்கள் மற்றும் தோழியர்களை தமிழக அஞ்சல் JCA அன்புடன் வேண்டுகிறது.

        நம் அஞ்சல் துறையின், அரசுத் துறை என்ற கட்டமைப்பு உடைக்கப்பட்டு, பொது மக்கள் சேவை அடியோடு ஒழிக்கப்பட்டு எதிர்காலம் BSNL போல CORPORATE மயமாக்கப்பட்டு ,  பன்னாட்டு நிறுவனங்களின் ஆளுகைக்கு கொண்டுவரப்பட உள்ள அநீதியை எதிர்த்துப் போராட, நம் வாழ்வாதாரம் காக்கப்பட நாம் அனைவரும் ஒட்டுமொத்தமாக திரண்டெழுந்து போராட வேண்டிய கட்டாயத்தில் உள்ளோம்.

        இந்தப் பிரச்சினையை அடிமட்டத்தில் உள்ள ஒவ்வொரு ஊழியரின் பார்வைக்கும் உணர்வுக்கும் கொண்டு செல்ல வேண்டியது நம் அனைவரின் கடமை ஆகும். எனவே தமிழகம் முழுவதும் ஆங்காங்கு கோட்ட / கிளைகளில் உடனே JCA அமைத்திட  வேண்டுகிறோம். வேலை நிறுத்த ஆயத்தக் கூட்டங்கள், உணவு இடைவேளை கூட்டங்கள், வாயிற் கூட்டங்கள் உடன் நடத்தி ஊழியர்கள் மத்தியில் இந்தப் பிரச்சினைகளை கொண்டு செல்ல வேண்டுகிறோம். ஆங்காங்கு உள்ள அனைத்து சங்கங்களின் மாநில/அகில இந்திய சங்க நிர்வாகிகளை அழைத்து கூட்டங்கள் நடத்திட வேண்டுகிறோம். மேலும் அனைத்து கோட்டங்களிலும் கிளைகளிலும் JCAமூலம் சுற்றறிக்கை வெளியிட வேண்டுகிறோம். எதிர்வரும் மே திங்கள் ஆறாம் தேதி முதல் நடைபெற உள்ள காலவரையற்ற வேலை நிறுத்தத்தை நூற்றுக்கு நூறு முழுமையான வெற்றிகரமான வேலைநிறுத்தம் ஆக்கிட வேண்டியது நம் ஒவ்வொருவரின் கடமை ஆகும் .

கோரிக்கைகள்

1. அஞ்சல் இலாக்கா சேவையை CORPORATION  மற்றும் தனியார் மயமாக்காதே !

2.  GDS ஊழியர்களை ஏழாவது ஊதியக் குழுவின் வரம்புக்குள் கொண்டுவந்து அவர்களுக்கு அரசு ஊழியர் அந்தஸ்து வழங்கு. அரசு ஊழியர்களுக்கு உண்டான அனைத்து சலுகைகளையும்மற்றும் விகிதாசார அடிப்படையில் ஊதியமும் எந்த வித பாகுபாடும் இன்றி வழங்கு.

3.காசுவல், பகுதி நேர, CONTINGENT ஊழியர்களை பணி நிரந்தரம் செய். அதற்கான வரம்பு காலத்தை நீக்கு.

4. 01.01.2014  முதல் GDS ஊழியர் உள்ளிட்ட அனைத்து ஊழியர்களுக்கும், 100 % பஞ்சப்படியை அடிப்படை ஊதியத்துடன் இணைத்து எல்லா வித பயன்களையும் அதன் மீது வழங்கி விடு .

5. 01.01.2014 முதல் 25%  அடிப்படை ஊதியத்தை GDS உள்ளிட்ட அனைத்து ஊழியர்களுக்கும் இடைக்கால நிவாரணமாக வழங்கி விடு.

6. புதிய பென்ஷன் திட்டத்தை ரத்து செய். 01.01.2004  க்குப் பின்னர் பணியில் அமர்ந்த ஊழியர்களுக்கும்  அதற்கு முன்னர் உள்ளதுபோல சட்டபூர்வமான பாதுகாக்கப்பட்ட பென்ஷன் வழங்கி விடு.

7. கருணை அடிப்படையிலான பணி நியமனங்களில் உள்ள 5% கட்டுப்பாட்டை நீக்கு. பணியில் இறந்த அனைத்து ஊழியர்களின் வாரிசுகளுக்கும் வேலை கொடு. GDS ஊழியர்களுக்கு உள்ள குறைந்த பட்ச 50% புள்ளிகள் என்ற உத்திரவை உடனே நீக்கு .

8.  MMS, GDS உள்ளிட்ட அனைத்து பகுதிகளிலும் உள்ள காலியிடங்களை , நேரடி நியமனம், இலாக்கா பணிமூப்பு பதவி உயர்வு ,  தேர்வு முறை பதவி உயர்வு என்று எல்லா வழிகளிலும் தாமதமின்றி நிரப்பு. காலாவதியான MMS வாகனங்களை மாற்றி புதிய வாகனங்களை வழங்கு .

9.  JCM இலாக்கா குழு ஊழியர் தரப்புக்கு அளித்த உடன்பாட்டின்படி கேடர் சீரமைப்புத் திட்டத்தை அஞ்சல் , RMS, MMS, கணக்குப் பிரிவு உள்ளிட்ட அனைத்து பகுதிகளிலும் உடனே அமல் படுத்து.

10. POSTMASTER GRADE ஊழியர்களுக்கு உண்டான பிரச்சினை தீர்த்து வை. IP, GR. B தேர்வு எழுதிட அனுமதி. பதவி உயர்வில் உள்ள சேவைக்கால இடைவெளியை  GENERAL LINE ஊழியர்களுக்கு உள்ளது போல , அதற்கு சமமான பதவி உயர்வுகளில் வழங்கி விடு. அனைத்து   PSS GR. B, PM GRADE III, PM GRADE II  காலிடங்களையும்  நிரப்பிடு.  அதற்கு உண்டான தகுதி அடிப்படை பூர்த்தியாகாவிட்டால் அனைத்து காலியிடங்களையும் ADHOC PROMOTION அடிப்படையில் நிரப்பி விடு. POSTMASTER CADREக்கு ஒதுக்கப் பட்ட அனைத்து SENIOR POSTMASTER/CHIEF POSTMASTER பதவிகளையும் POSTMASTER CADRE ஊழியர்களைக் கொண்டு நிரப்பிடு . இதற்கான CIRCLE GRADATION LIST வெளியிடு.

11. SYSTEM ADMINISTRATOR களுக்கு முழுமையான   ROAD MILEAGE ALLOWANCE வழங்கி விடு. அவர்களின் பணித்தன்மை மற்றும் பணி நேரத்தை வரையறை செய்.  SYSTEM ADMINISTRATOR களுக்கு தனியான கேடர் உருவாக்கு.

12. நிர்வாக மற்றும் RMS அலுவலகங்களில் உள்ளது போல  அஞ்சல் பகுதி காசாளர்களுக்கு CASH HANDLING ALLOWANCE வழங்கி விடு.

13.  PO & RMS ACCOUNTANT களுக்கு வழங்கப்படும் SPECIAL ALLOWANCEஐ பதவி உயர்வுக்கான ஊதிய நிர்ணயக் கணக்கீட்டிற்கு எடுத்துக் கொள்.

14.    I.T. MODERNISATION PROJECT செயல்படுத்துவதில் உள்ள அனைத்து பிரச்சினைகளையும் உடனே தீர்த்து வை. உதாரணம் :   COMPUTERISATION, CORE BANKING SOLUTION, CORE  INSURANCE SOLUTION ETC.காலாவதியான கணினி, PRINTER உள்ளிட்ட கணினி பயன்பாட்டு சாதனங்களை புதிதாக உடனே மாற்றி வழங்கு. NETWORK மற்றும் BANDWIDTH அளவுகளை உயர்த்து. ஊழியர் விடுப்பு நாட்களில் மாற்று ஊழியருக்கு உண்டான USER CREDENTIAL  பிரச்சினைகளை தீர்த்து வை.  CBS, CIS செயல்பாட்டில் உள்ள குளறுபடிகளை முழுமையாக களைந்திடாமல் அவசர கதியில்  MIGRATION செய்து, சேவைக் குறைபாட்டை ஏற்படுத்தி  பொது மக்கள் பார்வையில்  இலாக்கா பெயரை அசிங்கப் படுத்தாதே. CBS, CIS திட்ட அமலாக்கத்தில்  ஊழியர்களுக்கு திட்டத்தை சிறப்பாக செயல்படுத்திட எல்லா உதவிகளையும் வழங்கு. SERVICE PROVIDER களை கட்டுப் படுத்தாமல் ஊழியர்களை கொடுமைப் படுத்தாதே. HEAD POSTMASTER களுக்கு உயர் நிதி செலவீட்டு அதிகாரத்தை வழங்கு.

15.  மாதாந்திரப் பேட்டிகள், இரு மாத, நான்கு மாத பேட்டிகள், JCM கூட்டங்கள், WELFARE BOARD, SPORTS BOARD MEETING ஆகியவற்றை முறையான கால அளவீட்டில் நடத்து. இதற்குண்டான உறுப்பினர்களை அங்கீகரிப்பட்ட சங்கங்களின்  பிரதிநிதிகளைக் கொண்டு உடன் நிரப்பு .

16. GDS ஊழியர்களுக்கு முழுமையான ஊதியப்பாதுகாப்பு (FULL PROTECTION OF TRCA) வழங்கி விடு. ஊதியக் குறைப்பு செய்யாதே. MEDICAL REIMBURSEMENT திட்டத்தை GDS ஊழியர்களுக்கும் அமல்படுத்து. CASH HANDLING NORMS மாற்றி அமை.

17. அனைத்து   C.O.,  R.O.,   DPLI OFFICE, KOLKATA   அலுவலகங்களும் CORE INSURANCE SOLUTION க்கு  CIRCLE PROCESSING CENTRE  ஆக பணி செய்ய உத்திரவு வழங்கு.  PLI/ RPLI சேவையை மேம்படுத்து.  615  எழுத்தர் பதவிகளை  C.O. PLI    மற்றும் APS PLI CELL பகுதியில் இருந்து DIVERSION செய்ய வழங்கப் பட்ட உத்திரவை ரத்து செய். நிர்வாக அலுவலகங்களில் உள்ள ஊழியர்களை DECENTRALISATION பெயரால் கொடுமைக்கு ஆளாக்காதே.

18.  இலாக்கா கட்டிடங்கள், ஊழியர் குடியிருப்புகள், RMS ஒய்வு இடங்கள் போன்றவற்றை  புதிதாக கட்டுவதற்கும், பழுது  பார்ப்பதற்கும், பராமரிப்பு பணிகள் செய்வதற்கும் உரிய நிதி உடனே வழங்கு.

19. தபால்காரர் மற்றும் MTS காலிப் பணியிடங்கள் அனைத்திலும் SUBSTITUTE ARRANGEMENT வழங்கு. GDS பதிலி இல்லாத இடங்களில் காலியிடங்களில் பணிபுரிய OUTSIDER களை அனுமதி.

20.  DOOR TO DOOR DELIVERY முறையில் தபால்காரர் பணி நேரத்தை கணக்கிடு. 22.05.1979 இல் வெளியிடப்பட்ட பழைய கணக்கீட்டு உத்திரவை  மாற்றி அமை.

21.      L  1  அலுவலகங்களின் எண்ணிக்கையை அதிகப்படுத்து.

22.  SB  BRANCH பணிகளை  SBCO விடம் திணிக்காதே.  SBCO  ஊழியர்களுக்கு APAR வழங்கும் பணியை AO (SBCO) விடம் அளி.

23. குறித்த காலத்தில் தரமான சீருடை, காலணி மற்றும் குடை வழங்கு. இதில் உள்ள பழைய அளவீட்டு முறையை மாற்று.

24. GM FINANCE,CHENNAI யின் ஊழியர்களை பழி வாங்கும் போக்கை தடுத்து நிறுத்து. நூற்றுக்கணக்கான கணக்குப் பிரிவு ஊழியர்களுக்கு வழங்கப் பட்ட தண்டனையை ரத்து செய்.

25. 2012 இல் நடைபெற்ற  JAO POSTAL  PART II தேர்வின் மதிப்பெண்களை SC/ST ஊழியர்களுக்கு மறு பரிசீலனை செய்.

26. POSTMAN/MG/ MTS RECRUITMENT RULES மாற்றி அமை. வெளியார் தேர்வு முறையை ரத்து செய்.  முன்பிருந்தது போல பணி மூப்பு அடிப்படை  பதவி உயர்வு முறையை திரும்ப அமை.
