APPEAL

On behalf of Department of Posts, I hereby appeal to you to call off the proposed programme of action w.e.f. 27.06.2017 as no useful purpose is served by such Dharnas/agitations.

NATIONAL ANOMALY COMMITTEE (NAC) MEETING ON: 22.08.2017

Postmen get smartphones to track deliveries online -

An internet package embedded in the phones helps the postmen update information on delivery of bar-coded mails, such as registries, speed posts and money orders. Delivery of ordinary mails, which do not have a bar code, cannot be tracked.

Haldwani : Postmen of Haldwani and Dehradun have got smartphones to monitor postal deliveries online, a move by India Post to improve existing services by harnessing technology.

Uttarakhand postal services director VK Singh said the project covered only urban centres of Haldwani and Dehradun because of better internet connectivity.

The postmen of the urban centres of the two cities have been given smartphones that operate on the Android system.

An internet package embedded in the phones helps the postmen update information on delivery of bar-coded mails, such as registries, speed posts and money orders. Delivery of ordinary mails, which do not have a bar code, cannot be tracked.

Under the project, the postmen download an app, called ‘Postman’, using smartphones. The app, created by the postal department, is linked to the central server and the delivery details are fed into it.

“This app is of convenience to us as the deliveries are updated online; we do not have to stay in office till late in the evening to get information about deliveries,” said Ram Singh Rautela (53), a postman of Haldwani.
“In case of loss of connectivity, information is fed later on when the connectivity is restored.”
Lakshmi Dhar Bhatt (57) has learnt to operate the smartphone he has got. “It is not as difficult as it seemed and I am operating the app, which is very user-friendly.”
Rautela said, “The technology used is very simple.”
In an age when the postman gets fewer mails to deliver, India Post has exploring avenues to stay relevant. At post offices in urban areas, bio-data can be posted on a job portal and mobile SIM cards can be recharged.

India Post started offering e-products after revenue from traditional products dwindled. E-money orders have been launched for transfer of cash at the click of a button.

RBI to introduce three new currency notes – Rs 200, Rs 50, and Rs 20 -

RBI to introduce three new currency notes – Rs 200, Rs 50, and Rs 20 are expected to be introduced soon by Reserve Bank of India (RBI). The new notes come months after the government had scrapped Rs 500 an Rs 1000 currency notes to crack down on black money. While the introduction of Rs 20 and Rs 50 denominations have been confirmed by the RBI, there is no official word on the introduction Rs 200 note as yet. A number of pictures are making rounds on social media, which are purportedly the image of these new currencies. An ANI report on Tuesday claimed that a new Rs 200 note will be introduced soon and the printing order for the same has been placed.
Earlier, a number of news organisations had reported that that Reserve Bank of India (RBI) has cleared a proposal to introduce new lower denomination currency notes of Rs 200 in the economy. Also, an image of new Rs 200 denomination had gone viral on social media a few days ago. The image, purported to be an actual one, was circulated widely. However, chances are high that this is a fake image created by someone.
Earlier in December last year, Reserve Bank of India had said that it will shortly issue Rs 20 bank notes. “The Reserve Bank of India will shortly issue Rs 20 denomination banknotes in the Mahatma Gandhi Series-2005, with inset letter ‘L’ in both the number panels, bearing signature of Dr Urjit R Patel, Governor, Reserve Bank of India, and the year of printing ‘2016’ printed on the reverse of the banknote,” RBI said in a statement. The RBI statement had said that design and security features of these banknotes will be similar to the banknotes of Rs 20 denomination with the ascending font of numerals in both the number panels.
The central bank has also made the announcement about Rs 50 banknotes. About Rs 50 notes RBI said, “The Reserve Bank will shortly issue Rs 50 denomination banknotes in the Mahatma Gandhi Series-2005, without inset letter in both the number panels, bearing signature of Dr Urjit R Patel, Governor, Reserve Bank of India, and the year of printing ‘2016’ printed on the reverse of the banknote.” The central bank added that the design and security features of these banknotes will be similar to the banknotes of Rs 50 denomination with the ascending font of numerals in both the number panels.

Implementation of recommendations of the Committee on Allowances – Secy Staff Writes to Cabinet Secretary

Implementation of recommendations of the Committee on Allowances

No.NC/JCM/2017
Dated: June 30, 2017
The Cabinet Secretary,
(Government of India),
Cabinet Secretariat,
Rashtrapati Bhawan,
New Delhi

Dear Sir,
Sub: Implementation of recommendations of the Committee on Allowances

We are quite thankful that after a long wait the Union Cabinet has given its approval for implementation of recommendations of the Committee on Allowances(Ashok Lavasa Committee) as recommended by the VII CPC.

As you are aware that, during the meeting of the Empowered Committee, held under your Chairmanship, we had requested for its early implementation, but unfortunately a long time has been taken by the said committee for finalizing the allowances.

We are thankful to the Government of India for agreeing in principle for House Rent Allowance @ 10%,20% and 30% to the Central Government Employees working in levels 1 to 3, but depriving other staff, particularly Group `C’ staff, which has resulted in lot of discontentment among the Central Government Employees. Staff Side(JCM) is also thankful to the government for reducing 50% Dearness

Allowance barrier to 25% for future enhancement of HRA to 09,18 and 27% and restoring 10,20 and 30% on 50% Dearness Allowance, but at the same time would have appreciated if the same formula should have been envisaged for other allowances which are DA indexed.

We are also thankful to the Central Government for revising various allowances, including Breakdown Allowance, Nursing Allowance, Trip Allowance, Additional Allowance, Cycle Allowance, Cash Handling Allowance etc. as also Special Allowance to Trackmen, Section Controllers and Loco Pilot (Goods) and Sr. Passenger Guards and extending Patient Care Allowance to Ministerial Staff working in the hospitals. We also appreciate the government for enhancing the rate of Fixed Medical Allowance from Rs.500 p.m. to Rs.1000 p.m. for the Pensioners. Though it is meager to old-aged pensioners, healthcare and at least Rs.2500 should have been granted.

The date of implementation of the allowances, as announced, w.e.f. 01.07.2017, has created lot of anguish and serious discontentment in the Central Government Employees. We will appreciate if the government considers its implementation w.e.f. 01.01.2016, i.e. date of implementation of VII CPC.

Minimum Wage and Fitment Formula was one of the major demands in our Strike Notice, for which government formed a committee, unfortunately, up-till now nothing substantial has been done in this regard. Staff Side(JCM), therefore, requests that, a meeting should be called and the matter be resolved at an earliest.

The government has also constituted a Committee on National Pension System(NPS) and it was assured to us that, decision in the matter would be taken within four months. Unfortunately, up-till now, this issue remains unresolved. We earnestly hope that, the government will definitely consider the demand of the Staff Side – Guaranteed Minimum Pension for new Pensioners (appointed on or after 01.01.2004) as well as Family Pension at par with Old Pensioners/Family Pensioners.

We always believe in best industrial relations, but to keep industrial peace, we hope, the government will take appropriate steps to resolve the long pending demands of the Central Government Employees at an
earliest.

Comradely yours,
sd/-
